DRIVING THE WEEK:

The House and Senate are in session this week.

The House will consider the farm bill this week in addition to a bill overhauling the Department of Veterans Affairs.  

A deal for a renegotiated NAFTA must be reached by May 17 in order for Congress to vote on a revised accord before the 116th Congress convenes in early January 2019, according to House Speaker Paul Ryan. The deadline for expedited Congressional consideration of trade deals would expire after the lame-duck session if the Trump Administration notifies Congress of a deal after this Thursday.

Trump’s tweet potentially giving sanctioned Chinese tech company ZTE “a way to get back into business fast” appears to be a bargaining chip as Trump looks to China for concessions in the midst of ongoing discussions between the two countries on a number of trade issues – including $150 b in tariffs – as well as “cooperation on sanctions against Iran and North Korea.” Liu He, the vice premier of China and a top economic official, is slated to hold high-level talks with U.S. officials on trade issues this week.

The House is on track to vote on Senate-passed legislation to scale back financial regulations enacted by the 2010 Dodd-Frank Act, according to House Speaker Paul Ryan. Ryan said he and Senate Majority Leader Mitch McConnell had a "good meeting" regarding the legislation earlier this month, and he added that the House will vote separately on other financial regulatory measures advanced by the House Financial Services Committee. The additional measures face an uphill battle in the Senate. Following Ryan's remarks, House Majority Leader Kevin McCarthy (R-CA) signaled that a vote on the regulatory rollback measure will occur later in May.

The U.S. Embassy opens in Jerusalem today with a number of high-ranking Administration officials and Members of Congress attending the unveiling of a plaque at the site. The Israeli army is bracing for a week of potentially violent protests in Gaza.

Seven additional Republicans signed a discharge petition that could soon force a vote in the House on immigration in the coming weeks. If all Democrats are on board, eight more Republican signatures would be needed to advance the measure.
