DRIVING THE WEEK:

  • Both the House and Senate are in session this week.
  • Amidst rising trade tensions, President Trump will host Japanese Prime Minister Shinzo Abe at Mar-a-Lago on Tuesday and Wednesday.
  • The Office of the U.S. Trade Representative is set to reveal as soon as this week the specific products from China that would be subject to $100 billion in new tariffs at a 25 percent rate, according to unnamed Trump Administration officials. Separately, the Treasury Department is coming up with restrictions on Chinese companies' investment in some U.S. technology firms, and weighing finishing that plan by early June.
  • Former FBI Director James Comey's new book is scheduled for release this week. The Republican National Committee is leading efforts to push back on the book.
  • U.S. Ambassador to the UN Nikki Haley signaled that the Treasury Department will unveil new economic sanctions against Russia today to punish the Assad regime for the recent chemical weapons attack on its people. “Russia has blocked six attempts by the U.N. Security Council to make it easier to investigate the use of chemical weapons. Everyone is going to feel it at this point.” Haley said, warning of consequences for Assad's foreign allies.
  • Trump pushed back the timeline for his anticipated meeting with North Korea's leader Kim Jong-un, saying the summit may not happen until early June rather than in May.
  • The House voted 300-104 to pass a bill that would allow small banks an exemption from the Volcker rule, a provision of the Dodd-Frank Act that limits banks' trading with federally insured assets. The measure, which received support from 78 Democrats, would go slightly further than Volcker rule tweaks contained in the Senate's bipartisan regulatory relief bill, is still awaiting House action with Senate Democrats refusing to budge on revisiting the issue this year.
  • Speaker Paul Ryan, in an interview over the weekend, endorsed Majority Leader Kevin McCarthy (R-CA) to succeed him as the top House Republican next year. Rep. Jim Jordan (R-OH), a founding member of the House Freedom Caucus, which has long been critical of McCarthy, said he has been "encouraged to run" for a leadership post and is considering it.
  • The Banking Committee in the next few weeks will advance a measure to repeal a March 2013 rule from the CFPB that curbed markups and compensation related to indirect auto loans, according to Senator Pat Toomey (R-PA). In a speech to community bankers, Toomey called the auto-lending rules an example of "unfair" CFPB oversight of the financial sector.
