DRIVING THE WEEK:
- The House and Senate are in session this week. President Trump will host a Cabinet meeting today.
- Facebook Founder and CEO Mark Zuckerberg will testify on the company’s handling of user data before the Senate Commerce and Judiciary Committees (joint) on Tuesday and will appear before the House Energy and Commerce Committee on Wednesday. Zuckerberg will make the rounds on Capitol Hill today as a precursor to his testimony this week. Zuckerberg's three big themes as scooped by Axios will be:
- Accountability: Recognize the role Facebook plays in people's lives and the need to take responsibility for what went wrong.
- Owning the bigger problem: Acknowledge a failure to understand how many people were affected by these issues, because Facebook didn't take a broad enough view of its responsibility. As a company, Facebook was too idealistic and optimistic and didn't focus enough on preventing abuse, or on thinking through how people could use the tools the platform to do harm.
- Action: Highlight not just immediate actions, but Zuckerberg’s commitment to reexamining every aspect of Facebook's relationship with users.
- The Trump Administration wants Canada, Mexico and the United States to come to an initial agreement on a renegotiated North American Free Trade Agreement when leaders gather in Peru for the Eighth Summit of the Americas that's slated to begin April 13, according to three unnamed sources familiar with the negotiations. Trump will leave for Peru on Friday where he will attend the April 13-14 summit.
- As we mentioned in a note last week, the House is slated to vote on a balanced budget amendment to the Constitution, with Republicans looking to bolster the party's fiscal credentials ahead of this year's midterm elections.
- Trump will meet with the Emir of Qatar, Sheikh Tamim Bin Hamad Al Thani, on Tuesday looking for a way to end the impasse between Saudi Arabia, the UAE and Qatar that began in June 2017.
- The Senate will vote on a half dozen sub-Cabinet Trump nominees this week, including new deputies at the Department of Labor and the EPA. Mississippi Secretary of Agriculture Cindy Hyde-Smith will be sworn in as a U.S. Senator today replacing retiring Senator Thad Cochran.
- Chinese President Xi Jinping will deliver a major speech at the Boao Forum for Asia on Tuesday where he is expected to focus on the tariff fracas with the United States.
- The House Committee on Ways Means will hold a hearing on the impact of the latest round of proposed Trump Administration tariffs and the Chinese response on Thursday.
- The House Energy and Commerce Committee and the Senate Health, Education, Labor and Pensions Committee will hold hearings on Wednesday and Thursday on opioid legislation.
- Secretary of Defense Jim Mattis along with Chairman of the Joint Chiefs of Staff General Joe Dunford are slated to testify on the defense budget before the House Armed Services Committee on Thursday.
- Citigroup Inc. and Goldman Sachs Group Inc. are set to face shareholder votes about how they spend lobbying money, with separate groups requesting more transparency about how the institutions use Washington trade groups and their own lobbying expenditures. Under the proposal for Citigroup slated for a vote at the bank's annual meeting on April 24, the company would compile a report each year detailing how it uses trade associations and direct payments in Washington.
