Trump wanted trade tariffs. As the President returned from China and Asia on Tuesday, the International Trade Commission (ITC) sent the White House its recommendation for tariffs of up to 35 percent on Chinese solar panels.

President Trump, who urged his administration to bring him trade tariffs, was in China last week for talks with President Xi.  According to press reports, the topic of solar panel tariffs did not come up.

But that may change as the ITC solar tariffs recommendation is now in the White House where the President will make the final decision on whether to impose the tariff and/or the amount of the tariff.  The decision is expected in December.

Most of the US solar industry was relieved by the ITC recommendations because it was not as strong as the tariff’s proponents had sought. Regardless, the tariffs as recommended would impose additional costs on the US industry. Or Trump could imposed stronger tariffs as really shake up solar stocks.

The Trump China trip may have had a significant impact on any final decision.  Even if there were no press reports, it seems unlikely that the Chinese did not raise it at some level with the President or Commerce Secretary Wilbur Ross. If imposed, China would likely retaliate in a targeted sector important to Trump – perhaps energy exports (LNG, crude, coal) to China.

A Presidential decision is expected within the next 30 days.
