In July, MA enrollment grew 0.34% MoM and 7.8% YoY. Stand-alone PDP enrollment continues to be flat to declining as plan sponsors prepare for the restructuring of the Part D benefit in 2025. Recall, the new benefit design will require plans to pay a larger share of prescription drugs in the catastrophic phase. Currently, the federal government assumes responsibility for nearly all those costs.
Interestingly HUM continues a more aggressive posture with respect to switching PDP members to full MA plan beneficiaries. For HUM, PDP enrollment dropped -0.32% MoM while MA-PDP enrollment added 0.57% MoM. UNH also surpasses industry trends with a 0.43% MoM increase in MA-PDP enrollment and a decrease of -0.14% in PDP enrollment.
Penetration now stands at 49.1% v 46.4% in 2022 and 49.0% last month.
