The House is voting on a procedural rule this morning and once that passes (around noon), the House will move to approximately four hours of debate on the AHCA with the final vote expected between 3:45-4:45 pm.

After failing to secure votes to repeal Obamacare on its 7th anniversary yesterday, Speaker Paul Ryan and President Donald Trump are scrambling to find enough votes to get health care passed this afternoon. Following the cancellation of the vote, OMB Director Mick Mulvaney addressed the full Republican conference telling members that it is now or never for the AHCA as President Trump is ready to move on – or Obamacare will remain in place.

Notwithstanding the delay, Freedom Caucus Chairman Mark Meadows and his colleagues appear to be holding all the cards (and the Republican party hostage) as 30 members are still undecided - but there has been a shift from “no” to “undecided” by some members over the past 12 hours.

The mandatory meeting of the entire Republican conference last night served as a clarion call to all factions of the party to rally around the first major legislative jewel in the Republican crown with Mulvaney making the best case for passage and enactment of the measure as well as tax reform according to sources in the room.  We underscore that the implications for Trump’s agenda, Speaker Ryan and the Republican party and the individual health market are so significant that failure isn’t an option.  

ABOUT David Hoppe: David Hoppe has nearly 30 years of experience on Capitol Hill; Mr. Hoppe has held a number of prominent staff positions within the Republican leadership most recently as Chief of Staff to Speaker of the House Paul Ryan. He also served as the chief of staff for Senator Jon Kyl (R-AZ) from 2011 through 2013. Prior to joining Senator Kyl’s staff, Mr. Hoppe was president of the bipartisan public affairs firm Quinn Gillespie and Associates. Earlier, Mr. Hoppe served as chief of staff to then-Senate Majority Leader Trent Lott from 1996 through 2002; and previously worked with Senator Lott as staff director of the House Republican Research Committee from 1979 through 1980 and staff director for the House Republican Whip from 1981 through 1984. Mr. Hoppe has served as chief of staff to Representative Jack Kemp (R-NY) and administrative aide to US Senator Dan Coats (R-IN).
