ON THE SENATE FLOOR: The Senate will continue to consider nominations.

IN THE HOUSE: Four bills that were on last week’s agenda are on the schedule once again this week. After a handful of Republicans blocked approval of the rule for floor consideration on June 6, action on the bills stalled. If Speaker Kevin McCarthy is able to resolve the intraparty dispute, which is centered on unhappiness with the debt ceiling deal not the substance of the four bills, the House is expected to vote on two bills dealing with federal regulations and two bills dealing with gas stoves. In addition, lawmakers could vote on a Congressional Review Act resolution that would overturn an agency rule subjecting certain pistols with stabilizing braces to the same regulations as short-barreled rifles. 

Appropriations: Among the concerns with the debt ceiling deal expressed by some House Republicans is that the cap for non-defense spending is higher than they would like.  House Appropriations Chair Kay Granger (R-TX) has not announced whether her committee plans to put forth bills that propose to spend less than the non-defense cap, but on Tuesday the committee will mark up the FY 2024 Military Construction/Veterans Affairs bill. There is also the possibility that the full committee will mark up the Agriculture/FDA bill on Wednesday, but the committee has not yet issued a notice of the markup session. Similarly, it’s possible, but not yet official, that markups could take place at the subcommittee level on Thursday for the Defense and Energy and Water bills. Next week, the full committee is looking to mark up bills on June 21, 22, and 23. 

Tax Bill: Today, the House Ways and Means Committee will mark up three bills that comprise a Republican economic package. Among the measures is the Build It in America Act, which, among other things, would address three corporate tax benefits that were recently cut back by the Tax Cuts and Jobs Act of 2017. The measure would retroactively restore more favorable tax treatment for R&D expenses, business interest deduction, and bonus depreciation while extending that treatment through 2025. 

FAA Reauthorization: The leadership of the House Transportation Committee and its Aviation Subcommittee introduced a bipartisan proposal on Friday to reauthorize the Federal Aviation Administration for the next five years. The committee is planning to mark up the proposal on Tuesday, with the possibility that the markup session could be continued on Wednesday.  Meanwhile on the Senate side, the Commerce Committee plans to mark up its yet-to-be-released version on Thursday. 

Special Election: The Governor of Utah has set the dates for elections to replace Rep. Chris Stewart (R-UT), who plans to resign on September 15 because of his wife’s health.  A special primary will be September 5 and the special general election will be November 21.
