On April 1, states can begin removing people from the Medicaid rolls due to a loss of eligibility. Throughout the summer, states will disenroll on procedural grounds - people that simply refuse to communicate enough to be determined eligible. As the uninsured rate is one of the administration's key performance metrics, a lot of work has gone into making sure ineligible Medicaid beneficiaries can shift to an ACA market place plan. It is, to say the least, easier said than done. Medicaid agencies have never attempted a redetermination program at this scale before. Things could go wrong.
