Between the dissipation of relief funds, the end of the Public Health Emergency and the gifts that brings, and the sclerotic reimbursement system, health care is going to have to develop some nimbleness over the next several years. If the data doesn't convince you, see MedPAC's recommendation that Congress make onetime payment update of 5% for Home Health and Skilled Nursing Facilities - areas hard hit by labor cost increases. 

The recommendation is not likely to be taken up as Congress just rejected the White House' request for more COVID-19 aid. After spending a couple of trillion dollars, it seems no one is in the mood.
