THIS WEEK:

  • The House and Senate are in session.
  • The Senate is planning to debate and vote on the Tax Cuts and Jobs Act.
  • The House and Senate need to address expirations of the NFIP and the CR to fund the government before December 8th - not to mention looming expirations of DACA, FISA, the fight over CSR payments, the two-year deal to increase spending beyond the Budget Control Act caps and disaster relief funding after a record-setting hurricane season.
  • States are preparing for CHIP funding to run out.
  • The showdown over the CFPB director heads to the courts.

MONDAY, NOVEMBER 27:

  • The Senate resumes consideration of Dabney Langhorne Friedrich to be the U.S. District Judge for DC at 4:00 PM.
  • The president is scheduled for lunch with Veep Mike Pence and Republican Senators.

TUESDAY, NOVEMBER 28:

  • The president is expected to join the Senate Republican policy lunch followed by a meeting with Congressional leadership - Nancy Pelosi, Chuck Schumer, Paul Ryan, and Mitch McConnell - to discuss the year-end spending strategy at the White House (see aforementioned list).
  • The Senate Budget Committee will hold a vote to pave the way for the Tax Cuts and Jobs Act.
  • The Senate Banking, Housing, and Urban Affairs Committee will consider Jerome H. Powell to be Chairman of the Board of Governors of the Federal Reserve System.
  • The Senate Health, Education, Labor, and Pensions Committee will hold a hearing on the Higher Education Act reauthorization and simplifying FAFSA at 10:00 AM.
  • The House Committee on Homeland Security is hosting a business meeting on securing public areas of transportation systems at 10:00 AM.
  • The House Committee on Oversight and Government Reform is hosting a hearing on the opioid crisis at Johns Hopkins Hospital at 12:30 PM.
  • The House Committee on Rules will hold a hearing on H.R. 3017 - Brownfields Enhancement Economic Redevelopment and Reauthorization Act of 2017 at 5:00 PM

WEDNESDAY, NOVEMBER 29:

  • The president is scheduled to give a speech promoting tax cuts in Missouri.
  • The Senate plans to begin debate and “vote-a-rama” on the Tax Cuts and Jobs Act.
  • The Senate Health, Education, Labor, and Pensions Committee will consider the nomination of Alex Michael Azar II to be Secretary of Health and Human Services at 9:30 AM.
  • The Joint Economic Committee will examine the economic outlook with Federal Reserve Chair Janet Yellen at 10:00 AM.
  • The House Financial Services Committee will hold a hearing on the role of Ginnie Mae in sustainable housing finance at 10:00 AM and on countering terrorism and illicit finance at 2:00 PM.
  • The House Committee on Natural Resources is holding a hearing on modernizing NEPA for the 21st Century at 10:00 AM followed by a markup on coal moratoriums and six other bills at 4:00 PM.
  • The House Oversight and Government Reform Committee is having their third regulatory check-in at 10:00 AM.
  • The House Committee on Science, Space, and Technology is holding a hearing on the future of WOTUS at 10:00 AM.
  • The House Committee on Energy and Commerce is holding a hearing on the role of financial trading in electricity markets at 10:15 AM.
  • The House Committee on Appropriations is holding several supplemental oversight hearings on U.S. Forest Service at 10:00 AM, U.S. Army Corps of Engineers at 11:00 AM, and the Small Business Administration at 2:00 PM.
  • The House Committee on Rules will hold a hearing on several Acts at 3:00 PM.

THURSDAY, NOVEMBER 30:

  • The Senate continues debate and “vote-a-rama” on the Tax Cuts and Jobs Act.
  • The Senate Health, Education, Labor, and Pensions Committee will examine the opioid crisis at 10:00 AM.
  • The House Committee on Appropriations will continue their oversight hearings with the Department of the Interior at 9:30 AM, FEMA at 10:00 AM, and the Department of Transportation at 3:00 PM.
  • The House Energy and Commerce Committee will get an update from the FDA and NIH at 10:00 AM followed by a hearing on identity verification in a post-breach world.
  • The House Committee on Natural Resources will continue their markup of coal moratoriums and six other bills at 10:00 AM followed by a hearing on streamlining water projects at 2:00 PM and a hearing on geothermal exploration at 2:30 PM.
  • The House Financial Services Committee will evaluate the effectiveness of U.S. sanctions programs at 2:00 PM.

FRIDAY, DECEMBER 1:

  • The president is scheduled to have lunch with Secretary of State Rex Tillerson and Defense Secretary James Mattis.
  • The House Appropriations Committee will continue their hearings with the Department of Housing and Urban Development at 9:30 AM.
  • The Senate is expected to hold a final vote on the Tax Cuts and Jobs Act.


BUDGET ENDGAME APPROACHES: RESETTING THE BOARD: Our Senior Defense Analyst Emo Gardner wrote that appropriators have produced a draft 2018 Defense bill, but the numbers still don't add up. A deal will happen, but not until after Christmas. Read the full piece here.

FCC REPEAL OF STRICT NET NEUTRALITY RULES (CMCSA, CHTR, T, VZ, CTL, ATUS): Our Senior Telecom Analyst Paul Glenchur wrote that as anticipated, the GOP-controlled FCC will repeal strict net neutrality rules in mid-December, a sweeping win for cable ops and telcos. Read the full piece here.
