She has served as Chairman of the National Endowment for Democracy, U.S. Director of the European Bank for Reconstruction and Development, and has testified before various U.S. Congressional committees on economic and financial matters. Shelton has advised national security officials at the White House, U.S. Congress, and the Pentagon. Shelton held a postdoctoral fellowship at Stanford University's Hoover Institution, where she was a Senior Research Fellow from 1985 to 1995.
