DRIVING THE WEEK:

Both the House and Senate are in session this week.

With five days left until the July 4 recess, the House is expected to vote on a compromise immigration bill that would provide a pathway to citizenship for “Dreamers,” partially fund the border wall and prevent families from being separated at the border. Speaker Paul Ryan pulled the compromise bill from consideration last week when it was clear it did not have enough support to pass. President Trump’s tweets late last week have not helped the Republican effort and there’s a chance the measure will be postponed until after the recess. The House is likely to consider an additional immigration bill that would allow immigration officials to keep children in detention with their families for longer than 20 days.

The Treasury Department is expected to move forward this week with restrictions on Chinese investment in the U.S. as well as restrictions on U.S. technologies to the Chinese market under Section 301 announced back in March. The restrictions overlap with industries China is advancing under the government’s extensive ‘Made in China 2025’ program. If executed, we anticipate the implementation of the restrictions and export controls to take place by mid-to-late July.

Trump is considering placing 20 percent tariffs on automobile imports from the European Union, a threat that's likely to further the ongoing economic tensions with Brussels. Trump said he would move to impose the duties if the EU opts against removing retaliatory tariffs on U.S. products in the near-term.

The House will vote on a motion to go to conference with the Senate on the National Defense Authorization Act (NDAA). The Senate passed the NDAA, 85-10, which included legislation that would restore penalties on the Chinese telecom giant ZTE Corp., clashing with Trump's efforts to ease American pressure on the company. The Senate's legislation must be reconciled with the version of the NDAA that passed the House last month. Legislation overhauling CFIUS also hinges on the House/Senate conference.

A procedural vote to tee up Trump's $15 billion rescissions package for consideration on the Senate floor failed, 48-50. Senate leaders had until Friday to pass the measure with a simple majority, meaning the vote may have dealt a fatal blow to the White House's cost-cutting effort.

Colorado, Maryland, New York, Oklahoma and Utah will hold primary elections on Tuesday. Mississippi and South Carolina will hold primary runoffs. Trump will campaign for South Carolina Gov. Henry McMaster (R) later today.

Trump and first lady Melania Trump will meet with King Abdullah of Jordan and his wife. Trump and King Abdullah will participate in expanded bilateral meetings today.

The Mexican elections to elect a successor to President Enrique Pena Nieto will take place this Sunday, July 1.
